Le scénario tendanciel d’évolution de la consommation d’énergie a été établi en supposant que la politique d’utilisation
rationnelle de l’énergie ne serait pas renforcée : c’est un scénario de poursuite des tendances actuelles.
Le renforcement des politiques et mesures pour l’utilisation rationnelle de l’énergie doit permettre de réduire
la consommation nationale d’énergie primaire, par rapport au scénario tendanciel, de 17% en 2020 et 34%
en 2030. Ainsi, par rapport aux tendances actuelles, les économies d’énergies réalisées en 2030 par rapport au
scénario tendanciel atteindraient 6,5 Mtep en 2030 (figure 1).
